Letter from David Salisbury Franks to William Temple Franklin. Fears that his prolonged stay, waiting for a vessel, will be very expensive to the Government at home. The number of people arrived with the French fleets of war have caused a scarcity of necessaries of life; prices are very high. The "St. James," Capt. Thomas Truxton, probably the first vessel which will sail for America about Jan. 15. His situation very unpleasant and embarrassing.
